Legislative Support and Constitutional Drafting Process

The commitments made in respect of the communities’ rights should be entrenched into a constitutional law. In connection with this ECMI plays an active role in the Kosovo status talks by supporting Kosovo Delegation. It also pays close attention towards communities’ rights being included in the future Constitution of Kosovo and into a more direct Constitutional Law on the Protection of Rights of Communities.

ECMI is primarily concerned about the enhancement of the communities’ input in the legislation drafting process. The two major achievements within the framework of this project have been the Draft Special Law on the Promotion and Protection of Rights of Communities and Persons belonging to Communities in Kosovo and the development of the 2 chapters of the Constitution entitled “Human Rights and Fundamental Freedoms� and on “Rights of Communities and their Members.�
