Capacity Development for Scaling up the Results in Enhancing Access to and Retention in Education for Vulnerable and Disadvantaged Children – Phase III

Between May 2013 and May 2016, ECMI Kosovo in cooperation with UNICEF implemented the project “Enhancing Access to Education and Retention in Education for Vulnerable and Disadvantaged Children”. Since November 2016, ECMI Kosovo continues with a third phase of the education programme. In cooperation with the Ministry of Education, Science and Technology and UNICEF and in line with the National Action Plan towards Abandonment and Non-registration 2016-18, the project aims to scale up the results in enhancing the access to education and retention in education for vulnerable and disadvantaged children in 21 additional municipalities. This will be achieved through strengthening the capacities of municipal officials and Prevention and Response teams towards abandonment and Non-registration (PRTAN) at municipal and school levels to reduce the number of out-of-school children. The established Out-of-School Children Model (OOSC) has already been implemented in 9 municipalities during the past project phases and is now replication within the National Action Plan of MEST. ECMI Kosovo continues also in its third project cycle with advocacy activities for improved legislation and institutionalisation of sustainable solutions for the benefit of the most marginalized children. The education programme addressed children from Roma, Ashkali and Egyptian communities, children with disabilities, returned/repatriated children and children from families with disadvantaged socio-economic background.

One main achievement of the past project phases has been the functionalization of PRTANs based on the developed Manuals for Municipal and School PRTANs. For more detailed information see here .

Nine previously involved municipalities: Fushë Kosovë/Kosovo Polje and Obiliq/Obilić, Pejë/Peć, Istog/Istok, Ferizaj/Uroševac and Klinë/Klina, Gjakovë/Đakovica, Rahovec/Orahovac and Podujevë/ Podujevo

21 newly incorporated municipalities: Deçan/Deçan, Dragash/Dragaš, Hani i Elezit/Elez Han, Gjilan/Gjilan, Drenas/Glogovac, Junik/Junik, Kaçanik/Kaçanik, Kamenicë/Kamenica, Kllokot/Klokot, Lipjan/Lipljan, Malishevë/Mališevo, Mamushë/Mamuša, Mitrovicë/Mitrovica, Novobërdë/Novo Brdo, Prishtinë/Priština, Prizren/Prizren, Skënderaj/Skenderaj, Shtime/Štime, Suharekë/Suva Reka, Viti/Vitina, Vushtrri/Vučitrn

Expected Results and respective Activities


1. Out-of-school Model expanded in 21 additional municipalities and capacities of PRTANs developed to prevent and response to out of school children and drop out issues

2. Municipal Action Plans developed for improvement of access to education system and retention in education system of the most marginalized children

3. Documentation of good practices related to out of school children and drop out influenced policy change.

 

Following activities will be carried out:

1.1 Support the establishment of municipality-based networks of trainers on the application of the OOSC Model in 21 municipalities

1.2 Support the establishment of PRTANs through advocacy activities

1.3 Training on the Education Management Information System (EMIS)

1.4 Support PRTANs on the application of the manuals and its instruments through peer trainings

1.5 Support PRTANs to implement intervention activities through case management system

1.6 Monitor functionalization of PRTANs

2.1 Support the development of municipal action plans to enhance access to and retention in education and support monitoring of the implementation of the plans

3.1 Advocacy for replication of the good practices and recommendations previously identified, improve legislation and promote institutionalization of sustainable solutions

3.2 Record good practices, progress achieved and lessons learnt in documentation report
