Empowering Non-Serb CSOs in Northern Kosovo

Background

Non-Serb communities in northern Kosovo are frequently overlooked and not adequately represented at the municipal level nor in civil society. Consequently, the project aims to strengthen CSOs presence in these communities, so they can effectively participate in policy and decision making and address the needs of their communities, ultimately promoting inclusion of all communities. Kosovo is at a critical moment in the integration of the northern municipalities and thus, it is especially important that the needs of non-Serb communities residing in northern Kosovo do not go unnoticed. All four northern municipalities have a predominantly Serbian population, yet there are a significant number of non-majority communities, namely Bosniak, Albanian, Roma, Ashkali and Gorani. The international community has directed its focus towards integration of the Serb community in northern Kosovo within the Kosovo framework. However, non-Serb communities in this region are rarely mentioned. As civil society organisations in the North continue to increase their capacities and lobby for the needs of the Serb community, non-Serb communities must not be left behind. Each non-majority community in the North faces distinct problems, thus the project will aim to work with the respective needs of each community. Although, each community endures particular circumstances, their common bond is that all lack fundamental knowledge on advocacy in order to represent and advance their communities into civil society.

Objective of the project

Overall objective: Empower non-Serb civil society organisations in northern Kosovo to participate in policy-making.

Specific objectives:

  1. Raise awareness on the situation of non-Serb communities in North Kosovo through extensive research and a publication.
  2. Increase the capacities of 8-10 CSOs from non-Serb communities in North Kosovo through select trainings and improved community outreach.
  3. Develop and advance constructive cooperation and dialogue between 8-10 non-Serb CSOs and municipal officials in order to effectively represent non-Serb communities.

Activities

Activity 1: Perform concrete research on the situation of non-Serb communities in northern Kosovo, which will identify their interests, needs and concerns.

Activity 2: Provide capacity building trainings to non-Serb CSOs in northern Kosovo, including trainings on Kosovo’s legal framework, advocacy, community outreach, internal CSO organisation, and project management.

Activity 3: Establish links, dialogue and cooperation between target CSOs and municipal officials through individual meetings and roundtable discussions.

Geographic coverage

The project will be implemented in the following municipalities: Zveçan/Zvečan, Zubin Potok, Leposaviq/Leposavić and Mitrovicë/Mitrovica North.
