Potentially Ethnically Motivated Incidents: Challenges in Defining and Reporting

The research analyses reporting procedures applied by the police, with a particular focus on inter-ethnic incidents, from the initial investigation and reporting phase to the procedures of the state prosecutor and judiciary and data sharing between the three institutions. The report also present and analyses statistics on inter-ethnic crimes which have gone through criminal proceedings. The research concludes with a set of concrete recommendations for the public institutions in Kosovo in order to improve their procedures in addressing these incidents.
The findings of this report sparked a fruitful discussion between the attendees of the conference.
